RULE #1 ‑ Team Strength: ***
The Heather Ridge Classic League will consist of 22 teams with a playing strength of 5 players and a maximum allowance of 7 players on the roster.
RULE #2 ‑ League Night: ***
The league will bowl on Wednesdays for 35 weeks, commencing August 20, 2008 and ending April 29, 2009. All matches will start at approximately 9:10 pm with lanes available at 9:00. The league WILL NOT bowl the weeks of Christmas and New Years.
RULE #3 ‑ Sanction:
The league will be sanctioned with the United States Bowling Congress (USBC) through the Greater Denver USBC Association (GDUSBC). Membership fees will be paid the first night of bowling, unless paid through another sanctioned league. The sanction fee is $20 for men and women. Any player participating in the Heather Ridge Classic, either as a league sub or on a team roster, will on the first night of bowling in this league, fill out in its entirety, a sanction card, regardless of sanctions in other leagues, the sanction card is to be returned to the secretary before the end of the first three game series. If sanction cards and dues are not submitted and paid appropriately, League Rule # 8 is in effect and a forfeit occurs.
RULE #4 ‑ Management:
The management and voting power of this league will be vested in the Board of Directors, which will consist of league officers and team captains or a designated team member in absence of the team captain.
RULE #5 ‑ Franchise:
The team captain will hold the Franchise as long as the team captain is acceptable to the majority of the Board of Directors. That Franchise cannot be recalled without sufficient cause.
RULE #6 ‑ Fees: ***
The amount to be paid by each bowler per night is $25.00. The breakdown of nightly fees is as follows:
$7.60 + 3.75% tax ***= $7.89
$0.55 secretary fee
$0.40 Treasurer fee
Remainder to prize fund
RULE #7 ‑ Secretary and Treasurer Salaries:
The secretary's salary will be as follows: $.55 per bowler per week until the end of the scheduled season. Full payment will not be authorized until the secretary has submitted final averages to the local bowling associations. Treasurer’s salary will be $.40 per bowler per week. Full payment is to be paid when the prize fund has been dispersed.
RULE #8 ‑ League Funds:
An account will be opened in the name of this league at a local bank in which the league funds will be deposited weekly. The President and/or Secretary and/or Vice President will cosign with the Treasurer for all withdrawals. The President will verify the balance with the Treasurer each month. IF YOU ARE BOWLING, YOU MUST PAY! Any bowler must bring their dues current or the bowler cannot bowl. If a player bowls and dues are not current, USBC FORFEITURE rules 109d & 109e are in effect (offending team receives no points, opposing team bowlers must bowl within 10 pins of average & team within 50 pins of team average to be awarded points). If a bowler writes a bad check, the league will charge the individual $25 for the 1st bad check and will only accept cash or certified funds thereafter. After paying the bank’s returned check fee, the remaining monies will be deposited in the prize fund.
RULE
#9 ‑ Prizes: ***
The league will be a money league. A bowler must bowl 70 games to qualify
for an individual award. If a bowler qualifies for more than one
individual award, the bowler will receive the award with the greatest
monetary value to that bowler. In the event the awards are the same, the
precedent will be: MVP over Average and Series over Game. Any team
shortages at the close of the season will be deducted from said team's prize
monies NOT from league funds.
RULE
#10 ‑ Entering Averages (Individual and Team): ***
Any
team will be limited to 1010 maximum average for five bowlers.
a) A bowler continuing in the Heather Ridge Classic will use their final (21+ game) average from the previous year until he or she bowls 9 games.
b) A new member to the Heather Ridge Classic will furnish their highest; most current, verifiable USBC sanctioned 21+ game winter (book) average in the last 5 years within 2 weeks.
c) ***A new member to the Heather Ridge Classic without a sanctioned 21+ game winter average in the last 5 years will use a 202 average.
d) Upon the exiting of any member, the eligibility of the new member is determined by using the remaining members' entering averages used at the beginning of the season to calculate the maximum team average of 1010.
e) Entering averages will be used for blind scores until the bowler has bowled a minimum of nine (9) games, then the current average will be used.
f) Sports bowling averages will be adjusted using USBC Rule 204.
RULE #11 ‑ Team Rosters:
Team rosters will be limited to seven (7) members. New players, either league subs or on a team roster, cannot be added to this league in the last six (6) weeks of the scheduled season. The League Board of Directors must approve all new bowlers in the last six (6) weeks. A roving substitute's average (book average) can not force the substitute's team over 1010. New bowlers, who are absent, have no entering average and have not bowled nine (9) games, must use a vacancy score of 170 or below to keep team below 1010. No pacers allowed. The league will not abide by USBC rule 107c (11b) which allows a team captain to replace any player at any time during a game with another eligible player.
Rule #12 ‑ League Format: See attachment one (trimester format).
Rule #13 ‑ Advance Fee Payment:
Any team has the option of paying for their bowling in advance. Members will pay for their final three (3) weeks by the last week in October. Advance payment will be in weekly ($25.00) increments.
RULE #14 ‑ Prize Committee:
The prize committee will be appointed by the league President at the league constitution meeting night and must consist entirely of league members. The committee will turn in their proposals to the league Vice President the first night of bowling and their recommendations will be presented to the league by the third week of the season. If prize fund proposals are unsatisfactory to the league, new or revised prize fund recommendations will be presented weekly until adopted. RULE #15 ‑ Postponements:
When necessary, postponements will be determined by the Elected Officers. In emergencies, the team captain of the team unable to attend will notify the team captain of the opposing team and the League Secretary or the League President at the earliest opportunity. All league games must be bowled as scheduled, unless they are postponed or pre-bowled only by authorization of the League Officers. Pre‑bowled or postponed games will be subject to USBC Rule #111, as amended. An elected officer or appointed representative must be present for all pre-bowled and make-up games. Teams may bowl unopposed when authorized by the League Officers with the make‑up games being bowled either two (2) weeks prior, or two (2) weeks after the scheduled match date unless it is the end of a trimester segment or the end of the season then Rule 111g applies. Postponed games for the week before a position round must be bowled before the position round. After the two (2) week time period, points will be awarded using the scores of the team that has bowled against their own average minus ten (10) pins per team member. For USBC awards, Rule 111f applies for unopposed bowling.
RULE #16 ‑ Legal Lineups:
Three (3) bowlers from the current team roster will constitute a legal line‑up. Roving substitutes cannot be counted as part of a legal line‑up. A team must have a legal line‑up by the completion of the third (3rd) frame of the first game of competitive bowling.
RULE #17 ‑ Tardy Bowlers:
Tardy bowlers will be permitted to begin bowling from the first frame with the score to count, providing the match has not progressed beyond the third (3rd) frame. After the third frame an absentee score will be used for that game.
RULE #18 ‑ Absentee Scores:
Absentee scores will be allowed when a team has a legal line‑up, but less than a full line‑up at the start of any game in a series. Absentee scores will be the absent bowler's average minus ten (10) pins per game. The absentee score of the absent member with the most games bowled will be used. When a team does not have enough bowlers on its roster to present a full line‑up, a maximum vacancy score of 170 will be used provided the team does not exceed the league cap (1010), then the vacancy score will be reduced accordingly until the cap is not broken. For the first 3 weeks of the season, teams may use a blind score for a bowler if the bowler’s sanction dues are pre-paid and he/she had at least a 21 game average in the HR Classic league from the previous season. If the bowler’s blind score is used for the first 3 weeks and does not bowl the fourth week, team scores and wins/losses will be adjusted for the first 3 weeks using the 170 vacancy rule.
RULE #19 ‑ Position Standings:
Standings will be determined on the 40-point system. One (1) point for each individual wins and three (3) points for each team win, totaling eight (8) points/game. Two (2) points for individual series win and six (6) points for team series win, totaling sixteen (16) points/series. Rule 101g, amended as follows, will apply: The team higher in the standings will set their line‑up first with the opposing team matching the line‑up as they desire. USBC Rule 100k(4) will be used for absentees (absentees/vacancies are placed against each other) .
RULE #20 ‑ Ties:
In case of a tie for first place at the completion of a trimester/season, a three (3) game roll‑off using the 40-point system will be used. All first place trimester ties must be completed within 2 weeks. Ties for all places other than first, will combine the amounts for the positions and divide the amounts equally.
RULE #21 ‑ Disputes:
In all cases of dispute, unless otherwise stated in the Heather Ridge Classic Constitution, USBC rules will be followed for the bowling year 2008‑2009. In case of a dispute not being resolved at League level, it will be referred to the Greater Denver Association Manager and the decision rendered will be final.
RULE #22 ‑ Exceptions:
A team may not use an absent bowler's score for longer than three (3) consecutive weeks.
RULE #23 ‑ Lane Courtesy:
A one-lane courtesy is all that is necessary to bowl.
RULE #24 ‑ League Attire:
Team members must have collared, matching (matching defined as names/lettering the same or team logo/theme the same or all the same color and style) team shirts by the 5th week of bowling. All bowlers not wearing their team shirts will be fined $5.00 per night with the money to be applied to the prize fund. The shirt fine must be paid by the 5th frame of the first game or the no pay, no play rule applies. Bowlers must wear their team shirt for the entire night of competition or they will be in violation of this rule. This rule will be strictly enforced. The League Sergeant of Arms and opposing team captains will be responsible for enforcing this rule. New team members will have nine (9) weeks from the week they start to acquire a team shirt. If bowlers do not pay, they are not permitted to bowl. If a bowler does not pay the shirt fine and bowls, League Rule # 8 is in effect and a forfeit occurs.
RULE #25 – Vice President Additional Duties ***
Vice President chairs league search committee. In the final year of a league contract, the committee will collect lineage proposals from multiple bowling centers during January thru March of the current bowling season. Those proposals will be formally presented to the board of directors the 1st Wednesday of April. After team captains discuss the proposals with their team mates, the board of directors will meet to decide where the league will bowl the next season.
RULE #26 ‑ League Meeting: ***
The league membership will meet one week after the end of regulation bowling to disperse the prize fund. The board of directors will decide the following:
(1) Election of officers for the next year.
(2) Start and End Dates
(3) The average cap
(4) League Fees
(5) Next season’s league location based on league search committee proposals
Two weeks before season start; the Board of Directors will meet to adopt the league by-laws.
